Climate Change and local authorities

Climate protection and climate change pose fundamental challenges on us - on global, regional and local levels. In many Local Authorities we can already find good approaches and active examples for climate protection as well as adoption activities for climate change. These initiatives must now be strengthened and linked with each other to meet new needs. Climate protection will only be successful if the awareness of the topic climate protection increases on the local decision making level. To improve the awareness is the aim of the project "Climate Change and Local Authorities". This is where our organization tries to offer support and advice.

The project "Climate Change and Local Authorities" has the following aims:

  • to bring the topics of "Climate Change" and "Climate Protection" on the agenda of the Local Authorities;
  • to introduce workable options for Local Authorities, to accumulate information for distribution to all L.A.'s
  • to motivate Local Authorities into sensitising the citizens on the topic of "Climate Protection";to support the exchange of information and co-operation between Local Authorities and other networks such as NGO's.

The project "Climate Change and Local Authorities" is supported by the patronage of David McAllister, the Prime Minister of Lower Saxony. The project is organized and conducted by the U.A.N. (Umwelt-AktioN) from its office in Hannover/Germany. It is accompanied by an advisory board made up of members from head organisations of local governments as well as members from energy and finance companies. This board is responsible for decision making and working areas of the project.

The field of work involves:

1. Course of action for Local Authorities

The organisation offers support in questions regarding activities to combat climate change on a local level. These may include information about energy saving methods in public buildings, or help when planning building modifications with with regards to energy efficiency. At present we are working on a guideline for a climate protection programme to stimulate Local Authorities into definitive action regarding their environmental agendas.

2. Consultant Services

The project does not offer direct climate and energy consultant services but rather to identify and to advice existing consultant services. Additional to the functional consultancy the project aims to built up further service like "Local Authorities consult Local Authorities" and "Project Partners consult Local Authorities". This aims to establish a network of information to be made available to all Local Authorities in Lower Saxony  (Primarily on-line).

3. Public Relations and Education

Besides supporting Local Authorities in their climate protection activities, the project aims to inform local citizens about "Climate Protection and Climate Change" in order to stimulate "climate-friendly" behaviour. We organize country wide events as well as on a regional level to increase public awareness of climate change. Furthermore we are conducting different competitions addressing local authorities as well as students and pupils throughout the whole of Lower Saxony.

The diversity of the participating organisations together with the close cooperation and interest of the Local Authorities in Lower Saxony with regards to "Climate Protection and Climate Change" paves the way for a lasting and successful project. We are sure, that this approach will contribute to climate-friendly actions on a local and regional level in order to contribute to global climate protection.
